By , co-founder of Sales.co

Updated November 6, 2026. Reply data read October 9, 2026; list counted September 3, 2026.

To sell to insurance agents by cold email, pick one line of business and one state, and email the agency owner. In our data 5 of 2,553 insurance contacts replied with interest (0.20%), against 0.29% across all campaigns. That is a small sample, so test before you plan on a rate.

This page is for companies that sell leads, software, carrier products or training to insurance agents and agencies. The numbers come from 336,257 contacts who got a first cold email from one of 20 Sales.co campaigns between March 6 and August 31, 2026, with replies read on October 9, 2026.

Five positive replies is a thin sample, so treat 0.20% as the number to beat. The same 2,553 contacts gave 17 personal replies (0.67%), below the 0.84% average. 17 replies is too few to say where the drop happens.

How many insurance agents you can reach

The Census counted 133,728 insurance agencies and brokerages with paid staff in 2023 (NAICS 524210). Our list holds 32,019 contacts in 48 states, about 24% of that figure, counted September 3, 2026. The Census has no count of individual agents here; it counts offices.

Who is on the list

70.3% of records are tagged insurance agency, and the rest split across brokers and car, health, home and life agencies. 90% of addresses are on a company domain and 10.5% on free mail. The list mixes agency domains with branded offices of national carriers, which you can sort by the website column.

How to run it, step by step

  1. Test independent agency domains and carrier-branded offices as two groups. We have no reply data on either, so this is what the test finds out.
  2. Write one offer per send. Keep a recruiting offer and a lead offer apart so you can read each result.
  3. Pick a state. California has 4,722 contacts, Florida 3,826 and Texas 3,789, which is enough for a full test.
  4. Test on at least 3,000 contacts. At the rate above that is about 6 positive replies, and fewer would tell you little.

A worked example, with the numbers

This applies the positive reply rate above to the whole list and to one month of the $2,000 plan, with a 95% range around 5 positive replies from 2,553 contacts. It assumes the list behaves like the insurance contacts in our campaigns, and three emails to each contact.
